At high vacuum, the valve gets sucked shut, except for the little hole. Then at full throttle when the most blowby is made, the valve opens and lets the vapors from the crank case get burned. A slight improvement in gas mileage, a VAST improvement in the local air quality. At no cost to you.
The last thing I did with my conversion to 2bbl, intake, and headers was to hook up the valve. It started stalling when it came to a stop. So I plugged in the junkyard valve that came with the BBD, from a 318, and things are cured now.
If the pic you linked is your set up, the PVC valve ought to be tee'd into both carbs. It will make the one side run lean, since it is a constant flow of air. Power brake booster or wipers are intermittent, no prob running to one runner.
