I had a similar problem also, with the frame being set too "low" in the windshield opening. Someone on the PWA forum told me of a fix, and that is to shim the hinges down. When I did that with two pieces of 16 gauge above each hinge it brought the frame down a bit and got the bottom and top spacing correct.
I wonder about what you said about the splice area. How much can you bend it "in" there without breaking the glass?
