Most likely some sort of open cab weapons carrier, or Command Car with a 1939-1940 cab added to it.
More pictures and other info would be needed to figure out what the chassis was originally.
As for your idea, it sounds like a good one, not sure how it would be implemented. Maybe with a form like the registry? You enter the URL of the listing, and maybe there would be a place to upload any additional info you got from the seller, a title, location, and any extra pictures you got of the truck?
