I was told by a Ford collector years ago that this stud pattern was a Budd exclusive. That you could order a larger Ford truck with the standard wheels (Kelsey-Hayes maybe) or with the heavier duty Budd wheels. In which case, you got the Budd stud pattern. Might be something to verify.
I did go through the Bud Henderson junk yard in the early 80's and checked every truck there. Most of the vehicles there were mainly Fords from the 40's and 50's. The only wheel I found with the correct stud pattern for the Power-Wagon was one lone wheel standing against a building. It had a 17" tire mounted on it that fit the wheel correctly. Must have been one of those '39-'47 Ford ton wheels you mentioned.
