Greg;
There is no one place to find a B3.9. Dove Bid used to be a decent source. I have heard that its dried up and has strict requirements on the trucks you buy. As hard as finding a B3.9, is finding one that is priced within reason. They are becoming harder to find and thus people, in my opinion, are charging rip off prices for unknown engines. I would never buy one without hearing it run. Its a large gamble to buy one off Ebay and have it shipped.
One source that has a good reputation is Diesel Depot in Sandersville, Ga 478-552-9510. They used to advertise that
all engines were test run and guaranteed, dont know about now.
Dont ever buy a B3.9 without a riveted on Data Plate. You have no idea what you have and buying parts will be near impossible. Also dont consider a industrial version. You only want an automotive version. There are many differences.
If I can help you with your conversion, please feel free to email me or we can do a phone call
