My W200 has the same type of Transfer Case levers - I find that it is sometimes difficult to move them when the truck is off.
Start the truck, put it in gear (with the gearshift) and let off of the clutch pedal to move forward a bit (or to spin the main shaft if the TC is disengaged) - then press in on the clutch and try again.
Sometimes things get in a bind and moving them a bit helps to engage/disengage the Transfer Case.
