brake adjustment question (read Vaughn's notes)

I read Vaughn's notes on the minor brake adjustment but I have further question.

I have a brake on my FFPW that is dragging pretty heavily. I will try backing off the adjustment on the top adjusters to see if I can free it up, and I will crack open the bleed screw to check that also.

But the lower adjusters are in a different position than the rest of the ones on the truck. I wondered if they were too tight also.

So after loosening the botton lock nuts which way do I turn those adjusters to increase of decrease the clearance? Assume I am looking at the wheel from between the wheels.
