My 67 Chevy pickup is that way too. "Fill line" is stamped on the tank about 5" down from the top. Any higher than that and the excess overflows. This is a cross-flow radiator with tanks on the ends. On a vertical-flow radiator, I generally figure if I can keep enough water in it so that after running a while and letting it cool off it's still above the tops of the tubes, that's good enough.
I'm not sure that adding an expansion tank works on a radiator that wasn't designed for one. It's easy enough to stick the overflow tube into some sort of bottle, but I'm not sure the radiator will suck coolant back out of the bottle when it cools off.
