Sounds like vacuum leak at inlet manifold or fittings attached to it, like carb base, egr valve/fittings, open vacuum advance port on carb, etc. Need to make sure these are all good and vacuum is steady. Squirt some starter fluid around the inlet to head joint and see if revs go up a bit - if so need to fix leaks.
