I assume you're trying to save the tie rod end, otherwise you would just cut it off. If the end bad but you're trying to save the nut for some reason, you could weld the bottom end of the stud to the arm, or you could cut the stud off below the nut, take it into the shop, clamp the top end of the stud in the vise and screw the nut off backwards.
If you're really trying to save the whole assembly, and the problem is that the top of the stud it bunged up, I would screw the nut all the way back down and clean up the burrs on top of the stud with a file, then try to thread the right sized die down over it. You can turn the die over to cut closer to the nut. If the stud still spins, which is likely, that won't work, but maybe you could clean up the threads enough using one of those square thread-dressing files so that the nut would come off, or so that you could thread a die down it without it spinning.
