Not to sound practical, but the gov't requests that projects be proposed and Obama wanted shovel ready projects so people would see the stimulus package in action. Doing the other work you listed would require about 1-2 years of paperwork and approvals before the first shovelful of dirt was turned over.
Politics is about appearances not reality.
