I have mailed lots of stuff to Canada, mostly 24V light bulbs which are in the $10-$50 range per order and have never heard of any problem or duty. I fill out the customs form accurately. I don't know if the customer has to pay a duty or not. I have also purchased parts from Canada and even from England, Russia, and somewhere in Eastern Europe and have never been asked to pay a duty on them when they got here. Paypal, despite its high fees for the seller, is the easiest way to pay, although I recently sold a deck of cards to a Canadian and he paid me with a cashier's check which worked just fine. My bank was dubious about it, but it went through. What the Canadian bank does is have an account at a US bank and it clears through them.
