It is more likely you have some valve issues than it is being caused by rings. Some worn valve guides could amplify a problem.

There are exceptions to any rule, but uniformly low readings are likely rings, and irregular readings are likely valves — a combination of worn valve/seat surfaces and loose guides.

One more old guideline, about half of an oil consumption problem is rings and about half is guides.
