Not sure what you mean. They are similar to PW drums in that they are supposed to be held to the hubs with recessed screws. All the drum screws are missing on this bus. They are 1/2-13 flat-head screws and I couldn't find any in town to put in. I should probably order a dozen from Fastenal just to keep on hand. It seems to me that with them missing, the drum might not be centered perfectly (though the brakes don't pulsate) but the wheel should still be on just as tight.
Budd wheels are located by the lug nuts, not by the hub hole, if that's what you mean. The hub hole doesn't fit snugly against anything.
