2 guys built carts and used machine tools to fashion the 'keys' needed to empty parking meters in brooklyn. they wore uniforms and badges and in appeared to be legit. like all criminals they began to grow bold and increased the frequency of their rounds to the point that the city put investigators on the case. the investigators found and busted the imposters. if the guys weren't greedy, no one would have ever known.
