I have used an old ballast resistor successfully for a heater fan and a windshield wiper. Ballast resistors are around 1 ohm. That means they'll drop 6 volts at 6 amps. The fuel pump voltage isn't very critical. You can try it and check the voltage to see how close you get. The bigger issue with dropping resistors is that they let the speed of the motor (whatever is being powered) vary more when the load changes than would happen when you hook it straight to the battery. This is a big problem with wiper motors since the load varies a lot with the position of the wiper within its sweep and with what's on the windshield. It's not such a big problem with a blower or a fuel pump. Worst case, if you try it, is either it will drop too much and the pump won't run, or it won't drop enough and the pump will eventually burn out. If it appears to run fun, best feel it after a long trip and make sure it's not getting too hot.

Personally, I'd stick with the mechanical pump.
