55mph@2400rpm with the flathead/4.89's/38"tires

This is what I would like to know, from all of you flathead Powerwagoneers. Would a freshly rebuilt flathead engine, built with high performance in mind (relatively speaking), installed in a PW with 4.89's and 38" tires, be able to cruise at 55mph and accomodate a slight/moderate upgrade without downshifting?
