That's normal.
As the system voltage varies, so does the gas gage reading.
Decent fuel level measuring systems include a regulating circuit in the gas gage electrics. Regulated 6 volt designs operate the gas gage circuit at a voltage of about 4-5 volts, or at about what a half discharged battery puts out.
Our trucks read direct. Therefore at about 7.5 volts (fully charged battery and at road speed) they are accurate. Sorta.. 4-5 volts and they read low. Mine will vary sometimes as much as 1/4 tank depending on the system voltage. On my 48 PW, the engine gets silent somewhere under 1/4 reading.
Run a ground wire from the gas tank/sending unit to the frame. This helped mine a bit.
