After looking at pix of your truck on your website, it has the complete winch bumper & extensions intact. The piece is for hand cranking the engine. First, you have to unspool all but the first layer of wire rope, (cable) then loosen the bolts, remove one and pivot it downward, re-insert bolt, then slip a special order extended crank handle through and start the engine (hopefully) When started, you remove the crank, re-set the bracket to original position, then use the PTO & engine to re-spool the cable.
Personally, a 'quick jump' starter unit is a lot less work! Nonetheless, it is a hard to find piece!
