You said this was on the top of the tank, which is the easiest place to repair a hole.
If it is a small hole, you can patch it with gas resistant epoxy after cleaning the metal.
If it is a larger hole, you can make a patchof sheetmetal about 3/4" to an inch wider than the hole, clean the metal, use gas resistant flexible sealant, and install the patch with self-tapping sheetmetal screws. Finish by using flexible sealant over the screws.
You can get away with this because the weight of the gasoline is not a factor on the patch on top, whereas on the bottom the patch would be subjected to pressure, not merely splash.
