Les Schwab - Powder coated wheels ??

Back on Forum 326 someone posted about Les Schwab blasting and powder coating PW wheels for $25.
I took one wheel to them (Fremont, CA) yesterday and they said "no way". Not allowed to touch riveted wheels.
Is this a Les Schwab thing or is it state or federal law?
Not knocking LS. They're a great tire/wheel service company.
