There were two tools used. One was to assist in installing and removing the idler shaft and the other was to allow you to set the pre-load with the assembly out of the case.
The pre-load tool is essentially just a spacer that duplicates the thickness of the case on the threaded end of the idler shaft. I had one cut from some tubing to the same thickness as the case. The drawing in the manual shows a handle welded to help torque the nut on but didn't add one to mine and was OK. You should be able to make one easily.
It's not required but considering how tough the idler shaft was to install and remove it made setup of the idler bearing a lot easier.
The info on Paul's web site is the later revised instructions, use them vice the earlier PW manual setup.
