There are too many things to list here. The basic electrical troubleshooting procedure is "divide and conquer"; divide the system into small pieces that aren't dependent on anything else, and test them. The obvious place to start here is with the heater unit itself. Is there voltage to it (240V?)? If not, figure out why. Is there a wiring diagram in the box anywhere? The sensors are probably safety shutdown switches. Are they closed or did they fail open? If there is voltage to the heater, why doesn't it heat? Most likely it's burned out. Disconnect the power and one lead, and check it with an ohmmeter. Should be near zero ohms (in the single digits of ohms). A lot of heaters that are meant to heat water will burn out if turned on with no water around them. Maybe somebody did that and burned it out. Beyond that, there are dozens of possibilities and there's no point in guessing at them. Just follow logical troubleshooting, either dividing it into roughly equal halves and testing each half, and repeating that until you've narrowed it down, or starting at the power input end and tracing through all the switches, controls, relays and interlocks until you find a place where the current stops when it shouldn't be stopped.
