I would say God probably designed the flat fender taking that basically all they did was gather parts from the warehouse and came up with what turned out to be one of the best looking, if you like rugged looks with a little stylish body works, of all time. It was no real brainstorm from any one design, it really just morphed itself into being almost with an invisible hand behind the scenes guiding the parts into place. After seeing how the truck looked you would have thought that the engineers would have kept that same look and sheet metal and applied it to a power wagon line of W500, W600, 8 an 900 on up the line. For example picture this 1960 D700 as a W700 Flat fender. Not to take away from the looks of this D700, it looks tough, I can just imagine it also as a 4x4.
