You didn't mention if you have a fuel pressure gauge or not but you need one to monitor that as mentioned. You need one for sure to diagnose this problem. The second thing is to have the codes read with a good code reader. Sometime nothing comes up even if a part is bad. My understanding is there may be some codes deeper in the computer that can only be read by the dealer's code reader. You can turn the key on and flick it back one notch 3x's in less than 5 seconds and it will show codes in the odometer window. It will not always show all the codes but it's easy to do. I have an '01 and I have to try several x's once in a while to get it to do it. It will show P-done when finished. Later '01's & '02's (mine doesn't) will show P-done twice or something similar.
Sometimes a bad lift pump will not be noticeable and other times your rig won't run right at all so it's hard to know without more information. The stock Carter was junk years ago and still is, IMHO. Some do OK with them. The Air-tek has not been a whole lot better. Eric quit carrying it for a while but I think he does again but only because his customers kept asking for it.
Getting the codes read and knowing what your lift pump pressure is are the places to start. BTW, do you have some type of chip or power adder? That needs to be taken out of the equation first. They sometimes screw things up and cause issues.
Is your converter unlocking like it's supposed to? That could make it feel doggy at low RPM. It does sound like it could be dead peddle which could be the APPS or IP. HTH
