It's a myth, nothing more than an urban legend. It's been floating around in an email for at least a year.
Really, think about the technology that's involved in trying to determine through video technology seat belt compliance.
Or you can simply go to one of the many urban legend debunking sites and look it up.
All of you are getting worked up over something that does not exist.
