There are very few specific "laws" regarding vehicles. What we run up against is "the standards of the industry" as a civil problem. That means if you go too far from the standard design, you might get sued.
That said, here in Kalifornia, it is illegal to raise the center of gravity of a vehicle. Or to lower a car to where the frame is below the bottom of the wheel. Never any enforcement, but in the case of an accident, liabilities may be specific.
