Kind of makes me wonder if thief and/or scrapper has some connections with the local government. Even "good" cops will sometimes let a local they know off the hook. Definitely seems worthwhile to take this up to the next highest level. And yes, if the trucks crossed state lines, isn't the FBI obliged to look into it?
