So the filter is on the return side of the system? When I read low side I was thinking it was on the suction side of the pump. My misunderstanding.
However it's still possible for this to be the problem if the flow through the filter is not correct.
I'm still not sure I see a clogged hose causing it. I agree that if the filter were too small, or clogged it could create a restriction big enough to burst it, especially when the initial pressure surge of opening a release valve hit it.
