Cold rolled will have thinner surface crust. Most of the guys here will tell you to sandblast the whole thing.
"Weld Through Primer" is available at welding supply. Spray it on the areas that will be hidden. Its a very soft primer, so you'll probably want to remove it from un covered areas. To bad I didn't discover it until nearly done with my truck.
