Most Power Wagons ordered by US Government agencies came with bumperettes. My W300M that was originally owned by the US Dept of Agriculture had them. Click on the link to check out the pictures from the Kempner Power WWagon Museum web site

They were bolted to the sides of the frame with four bolts, and to the rear cross member with two larger bolts and washers.

Kaegi was right; yours are upside down.
