A regular frame in good condition is worth at least $400, especially with a clear title.
A swivel frame PW is very rare. I believe the only trucks more rare are the short wheelbase PW that John Smith recently sold, and the woody PWs. Go to Phils PW Archives and search on the term "swivel frame" and you will see estimates of how many were made of each type (Willock and Truckstell), and how many are believed to have survived.
I would say a swivel mechanism adds at least $1000 to $1500 to the value of a frame, and over $2000 to the value of a truck.
If you are thinking of buying the last swivel frame at the junkyard in Lake City FL I would think again, the mechanism looks homemade and is installed backwards
