The rear boom winch on my PW was set up that way. There were two levers in the bed. One engaged and disengaged the PTO, the other was a remote linkage for the clutch. There was still a PTO lever in the cab, the rear lever just connected to it, same as the clutch.
There was a manual throttle control in the cab, no governor. The winch was chain driven off the rear PTO output.
