I've been using spray-on, heavy duty oven cleaner to strip paint off sheetmetal parts. The oven cleaner is basically lye, the same caustic that they use in the dip tank when you take heads or an engine block to get dipped.
It eats off the rust pretty good, too.
Right after, I wash the metal real good with lots of water and a nylon brush, and then Ospho it when it is dry. I just started using POR-15's version of Ospho, it has zinc in there in addition to the phosphate; can't say how much better it is than Ospho though.
