Okay, I looked closely, under the paint, and I saw how I can unscrew the top, and I saw that the ports are marked "In", "Out", and "Park". By hooking up shop air to the "In" port, I can make the old one work as badly as it did in the truck (turns on the wipers when the air pressure gets low), and I can see that the new one is defective. The actual valve part is nondisassembleable (is that a word? How about nontakeapartable?) and that's where the problem appears to be. There's some kind of sliding piston in there that sticks. I soaked both units it thoroughly with air tool oil and it didn't help. So, I guess I'll just put the old one back on and chalk the new one up to $15 wasted. I think what I really want is just a standard needle valve, and not this fancy air wiper thing that seems prone to problems.
