Body work builder painter fabricator question

Hot rolled steel . I have used it on my bumpers and a mess of other parts . What are you doing about the black scale . Leaving it on or blasting it off before painting with epoxy ?
My 30 year hold hot rod frame was left with the scale on the metal . Still no rust through , but the rod does not see a lot of water or off road use . Hopefully this is not the start of some big controversy.
