It's normal to see frost inside/outside on the carb - known as icing up. If you're having trouble with it, throw a heavy blanket on the hood to cover hood and fenders. Now and then there are M37 and CCKW winter kits on ebay that basically do the same thing. The concept is to prevent the heat going out the hood side ports and hold, so the engine sucks heat through the carb.
