I wouldn't be a bit surprised if someone "converted" the truck to 12 volt, but left the military starter in, so long as it more or less worked. I have a truck that appeared to be all converted to 12 volts, with a civilian starter and alternator, but turned out to still have the 24 volt coil in the military distributor. If your starter is a waterproof one (cast iron end plates sealed with O-rings), I'd be even more likely to suspect it's 24 volts. I think the only way to tell for sure is with the part number, though, and I don't know off-hand the numbers for the military starter. I don't know if they ever made waterproof 12 volt starters or not. All the civilian ones I have are non-waterproof. One thing I've noticed in general is that the stock starter running on the correct battery voltage is always on the wimpy side, whether it's 6, 12 or 24 volts. They just don't seem to have a lot of oomph to them. My favorite setup is a 6 volt starter on a 12 volt system. I only have one 24 volt truck and I noticed a decrease in starter enthusiasm when I took it back to the correct 24 volt battery and starter. I can only imagine how wimpy a 24 volt starter would be on a 12 volt system.
