It is done this way because of how a ring/pinion pair wear out. When a pinion wears out, it does not get any shorter. When a ring gear wears out, the diameter does not change. Because of this, no depth changes are necessary simply because the depth never changes, no matter how worn out or old the parts become.
If a ring or pinion need to be adjusted, it can be taken care of simply by altering their distance from one another horizontally.
