Vintage lists a rebuild kit for the carbureter with integral governor (There were five different ones used. See the link below to Phil's t137 page): Part #03:E7S1254 $50. They advertise that you need to "shorten accel. pump shaft, use your piston, less air horn gasket for some models."
I have never seen a correct modern kit for these carbs. I get mine at NAPA. I buy a generic one for a single barrel Carter, and then I have to: "shorten the accel. pump shaft, use my piston, and make my own air horn gasket."
The old ET1, ET2, ET4, E7F1, and E7S1 carbureters with the integral velocity governor are good set-ups, just misunderstood.
As far as the mechanical governor being "better", it MAY be better but it does not do what the integral governor does. It has a whole different purpose altogether (also talked about on Phil's t137 site.
