Are you running anti gel in your fuel ? Its been really cold. You might be right on the edge of a total gel shut down. Try some Power Service 911 (red bottle). Use it per the instructions on the bottle, also add some Power Service Diesel Fuel Supplement (white bottle). I double dose and have never had a problem.
It might also be your transfer pump from fuel tank to Injection pump failing.
I am not familiar with Fords, dont know if transfer pump is in the tank or external somewhere.
