I don't think it took a year to get the defenses up. I think they were stringing barb wire along the beach by the 8, December, 1941.
I've got a couple of great books about the aftermath both along the West Coast as well as Hawaii. There's a great picture of citizens formed into a militia. They brought their own weapons and among the Winchester 1894's is a Sharps carbine! No 2nd Amendment issues there.
