The shaft is probably Chrome-moly steel tempered to some extent, so using rods in the E-7010 to E-70270 provide the same tensile strength as the base metal. Some preheating is advisable at temperatures of 400 to 650 degrees and stress relief probably will be required and can be accomplished at temperatures of 1200 to 1250 degrees "F" for periods of an hour for each inch of thickness followed by slow cooling in the furnace at a rate of 200 to 250 per hour until heat reaches 150 degrees at that point the rest of the cooling can be done by air. If you have the means to do this, you may want to consider it.
I myself, like the others would just by a new shaft. If you did weld it, you will always be concerned if the shaft will hold and "Murphy's Law" predicts it won't, when you need it most.
