The trouble with the sleeve Idea is changing the normal flex from the radial torque in the lenght of the shaft. And adding a weld right there will cause more stress.
Imagine welding a fish plate to a truck frame that normally hase some flex now that doudled area can't flex at the same rate as the rest of the frame. Right, that transition ares is where it will fail.
Personal opinion unless we are just trying to get out of the woods.Replace the shaft.
