The drill in the picture was originally driven by a lineshaft and then converted to electric power. This is the reason that the pulleys are horizontal rather then vertical in a newer drill.

Nice machines if you can get them. I would recommend practicalmachinist.com under the Antique Machinery subsection. A lot of accumulated knowledge there.
