Up side down will open when it boils over, then act erratically.
Next choice would be a plugged radiator. Test by draining antifreeze, disconnect rad hoses, hold hand over the bottom hose fitting, fill with a garden hose, then remove hand. Water should gush forth all at once. If it's slow, and there is an audible sucking/whistling sound at the filler, then the tubes are plugged. Usually lead oxide build up from the solder at the tube ends. Neads an acid bath/'boil out'. Used to be called 'rodded out' but they don't really do that any more.
Which brings up something I've been wondering about: Do aluminum, radiators get that oxide build up? No lead in the solder joints...
