The OE tank always had a small seep, wetness, around the drain. Even after sealing the whole tank. So I haven't bothered on my stainless ones. I'll siphon out of the filler, or maybe get underneath and use the pick up tube. Into an open bucket, then pour the gas off the top into the old tank, leaving water behind. Drop the near empty tank, pour last out into bucket for settling. Swab the new tank to get the last water.
