Seems I recall it took a court suit to decide that California DMV works for the people. That if a person wants to register, the clerks do it. Oh, it take papers and number verification, and if it later turns out to be stolen it gets confis cated on the side of the road. With no recourse against the DMV. But at least the DMV has a record of where the stolen car is parked...
And I have gotten pink slips from hand written bills of sale. It must have date, names, addresses, price, serial numbers...
