I live in NJ and it can be a pain in the A#$
A bill of sale is worthless in NJ for anything but a reciept for the sales tax. NJ will only accept a title or a current registration. So if you are buying from a non title state, you must have the owner register and dign over the registration to you.
And also NJ will not accept titles from almost all of the title companies. So be careful before you spend money
