A New York State Certificate of Registration is proof of ownership, but must also be accompanied with a Bill of Sale. The nice lady at DMV told me information of types of Titles/Registrations issued by other states is available thru the inter state dmv system. All they have to do is look at the year of the vehicle and what proof that state gives for that year. In our case, old iron, no titles are issued in NY, only a certificate of Registration which is also used to sell/transfer.
